Revamp of Scarborough Spa may have to be scaled down

AMBITIOUS plans for the £10 million regeneration of Scarborough Spa could be delayed because of the recession.

The council is hoping for a £4 million grant from the Commission for Architecture and the Built Environment to part fund the project - but the decision on the grant has been called in by central Government.

The call-in is part of a capital review of spending and organisations has been prevented from making any announcements until this is completed.

A spokesman for the Commission for Architecture and the Built Environment told the Evening News that they cannot say when the announcement will be made, but they hoped to let applicants know their decision as soon as possible.

The council now face the possibility of having to reassess their plans and the project could get underway with just a £6 million budget - £2 million from the council's capital programme and a £4million grant from regeneration specialists Yorkshire Forward.

This would mean a substantial downscaling of the council's plans which currently include an upgrade of the approach road to the Spa, renovation the Aquarium Top car park, a new reception area and stage at the Spa and the possible installation a retractable roof at the venue's Sun Court. The cost of the planned work is currently estimated at £10,420,000.

A report to be discussed by the authority's new 'rainbow cabinet' tomorrow says that council officials are currently preparing a new report detailing what elements of the improvements can be delivered for £6 million. The report will be presented to council on November 2.

The cabinet will also be asked to approve the acceptance of an advance payment of £200,000 from Yorkshire Forward, from their £4 million grant, to fund enabling works at the Spa to keep the project on target for its planned January start date.

Cllr Derek Bastiman, the cabinet's head of regeneration, said: "We are going to consider a plan B but it is imperative that our plan A is kept very much in the foreground.

"Obviously. if we aren't successful in getting the grant we can't proceed with plan A - but it is still the most important at this moment in time."
